The memo emphasizes that the halt is not intended to affect any assistance directly provided to individuals, such as Medicare or Social Security.

The move was met with swift criticism because it was unclear how the spending freeze would affect programs such as Medicaid, SNAP, and other forms of government assistance, as well as funding for local law enforcement and infrastructure projects.
