On Saturday, at the Munich Security Conference in Germany, the Ukrainian president stated that he declined to sign an agreement with Washington regarding Ukrainian minerals.
According to Volodymyr Zelensky, the agreement did not "protect" Ukraine at this stage. "I didn't authorize the ministers to sign the agreement because it's not ready. In my opinion, it doesn't protect us." He also believes that the agreement must include "security guarantees" for Kiev, and that he doesn't "yet see this link" between minerals and protection in the document.

Earlier in the day, President Zelensky stated that Ukraine will have a "new, strong, and independent" constitution by the end of next year.
